| For the purposes of thoroughly implementing the major decisions and arrangements made at the 19th CPC National Congress and the Fourth and Fifth Plenary Sessions of the 19th CPC Central Committee on developing a social governance pattern of joint building, joint governance, and sharing, implementing the requirements of the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Improving the Diversified Resolution Mechanism of Conflicts and Disputes, the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Strengthening the Protection of Intellectual Property Rights, the Opinions of the Supreme People's Court on People's Courts' Further Deepening the Reform of Diversified Dispute Resolution Mechanism, and other documents, the Supreme People's Court and the National Intellectual Property Administration have decided to establish and improve a pluralistic mechanism for resolving intellectual property disputes and carry out online litigation and mediation linking mechanism for intellectual property disputes. You are hereby notified of the relevant issues as follows: | | 為深入貫徹黨的十九大和十九屆四中、五中全會關于建立共建共治共享社會治理格局的重大決策部署，落實《中共中央辦公廳 國務院辦公廳關于完善矛盾糾紛多元化解機制的意見》《中共中央辦公廳 國務院辦公廳關于強化知識產權保護的意見》及《最高人民法院關于人民法院進一步深化多元化糾紛解決機制改革的意見》等文件要求，最高人民法院、國家知識產權局決定建立健全知識產權糾紛多元化解機制，開展知識產權糾紛在線訴調對接工作。現將有關事項通知如下。 |

| (1) Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be taken as guideline, and the spirit of the 19th CPC National Congress and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented. The spirit of the important speech delivered by General Secretary Xi Jinping at the 25th Collective Learning of the Political Bureau of the CPC Central Committee in respect of comprehensively strengthening the protection of intellectual property rights shall be comprehended. The decisions and arrangements made by the CPC Central Committee and the State Council on strengthening IPR protection and improving the pluralistic mechanism for resolving conflicts and disputes shall be fully implemented.
