| The Fourth Session of the Eighth National People's Congress decides: that the People's Congresses of Shantou City and Zhuhai City and their Standing Committees are authorized to formulate, in light of the special conditions and actual needs of these special economic zones and pursuant to the provisions of the Constitution and the basic principles laid down in laws and administrative rules and regulations, regulations to be implemented respectively in the Shantou and Zhuhai Special Economic Zones, which shall be submitted to the Standing Committee of the National People's Congress, the State Council and the Standing Committee of the People's Congress of Guangdong Province for the record, and that the People's Governments of Shantou City and Zhuhai City are authorized to formulate rules and are responsible for their respective implementation in the Shantou and Zhuhai Special Economic Zones. | | 第八届全国人民代表大会第四次会议决定：授权汕头市和珠海市人民代表大会及其常务委员会根据其经济特区的具体情况和实际需要，遵循宪法的规定以及法律和行政法规的基本原则，制定法规，分别在汕头和珠海经济特区实施，并报全国人民代表大会常务委员会、国务院和广东省人民代表大会常务委员会备案；授权汕头市和珠海市人民政府制定规章并分别在汕头和珠海经济特区组织实施。 |
