Opinions of the General Office of Shanghai Municipal People's Government on Further Doing Well in the Content Administration of the “Shanghai China” Portal

all district and county people's governments, and all relevant Commissions, Offices and Bureaus (Administrations) of the Municipal People's Government:
The “China Shanghai” Portal (hereinafter referred to as the Portal) is an integrated platform, on which the Municipal Party Committee, the Municipal People's Government, all district and county people's governments and all departments of the Municipal People's Government publish information, provide online services and perform interactive communication with the public on the internet. Under the leadership of the Municipal Party Committee and the Municipal People's Government, and with the support of all district and county people's governments and all departments of the Municipal People's Government, the Portal has played its positive role, for the past 7 years, in enhancing the transparency of government service and the administration efficiency of the Municipality, strengthening the external publicity and the guidance of online public opinion, and facilitating the participation of the public in economic and social activities, and has become an important window of government information publication and an important carrier in the construction of “a service-oriented government”. With a view to implementing the “Opinions of the General Office of Shanghai Municipal People's Government on Implementing the ‘Opinions of the General Office of the State Council on Strengthening the Construction and Administration of Government Websites'”(SMPG GO [2007] No.17) , and with the approval of the Municipal People's Government，we hereby put forward the following opinions on further doing well in the content construction and administration of the “Shanghai China” Portal.

各区、县人民政府，市政府各委、办、局：
“中国上海”门户网站（以下简称“门户网站”）是上海市委、市政府及各区县政府、市政府各部门在互联网上发布信息、提供在线服务和公众交流互动的综合平台。七年多来，在市委、市政府的领导下，在各区县政府和市政府各部门的支持下，门户网站在提高本市政府工作透明度和行政效能，加强对外宣传和网上舆情引导，方便公众参与经济、社会活动等方面，发挥了积极的作用，并已成为本市政府信息公开的重要窗口和建设服务型政府的重要载体。为落实《上海市人民政府办公厅贯彻〈国务院办公厅关于加强政府网站建设和管理工作的意见〉的实施意见》（沪府办发〔2007〕17号），经市政府同意，现就进一步做好“中国上海”门户网站内容建设和管理保障工作，提出以下意见：

I. The general requirements of government website content administration
All district and county people's governments and all departments of the Municipal People's Government shall attach great importance to the content administration of government websites, take it as an important task to promote the government information publication, innovate government administration behavior, enhance government service capabilities, and build up service-oriented governments, and intensify the leadership, perfect the system, implement the responsibility and complete the mission in an earnest manner so as to improve the quality and level of government website content administration.

各区县政府、市政府各部门要高度重视政府网站内容保障工作，将其作为促进政府信息公开、创新政府管理方式、增强政府服务能力和建设服务型政府的一项重要任务，加强领导，完善制度，落实责任，认真完成。不断提高政府网站内容保障工作的质量和水平。

II. The basic principles of the content administration of the Portal
The content administration of the Portal shall be jointly implemented by the General Office of the Municipal People's Government, all district and county people's governments, and all departments of the Municipal People's Government. Doing well in the content administration will provide backstage support for the Portal and facilitate construction of all sub-webs in a forceful way as well.
The following principles shall be obeyed in the content administration of the Portal:
| | 二、门户网站内容保障工作的基本原则
门户网站内容保障工作由市政府办公厅与各区县政府、市政府各部门共同承担。做好内容保障工作，既是为门户网站提供后台支撑，也是对各子网站建设的有力促进和带动。
门户网站内容保障工作遵循以下原则：

1. Consolidate the resources and release information intensively. All the public information released by the government on its own initiation, government work and services for enterprises and the public, and all kinds of soliciting notices and bulletins for the government to heed to the public opinions should be published on the Portal in an intensive, comprehensive and prompt manner.
| | （一）整合资源，集中发布。凡是政府主动公开信息，政府面对企业和公众的办事与服务，政府听取社会意见的各类征集、公示等，都应在门户网站上集中、全面、及时地发布。

2. Share resources, and set up columns jointly. The Portal needs to fully rely on and integrate the website resources of the municipal and the district/county people's governments and establish special columns and topics, and do well in content management in a joint manner, by focusing on the four parts of “Information Publication”, “Online Work”, “Convenient Service for the Masses” and “Online Interaction” on government websites.
| | （二）资源共享，栏目共建。门户网站要围绕政府网站“信息公开”、“网上办事”、“便民服务”、“网上互动”四大版块建设，充分依托并整合市、区县两级政府网站资源，共建专栏、专题，共同做好内容维护工作。

3. Clarify responsibility and enhance maintenance. All sub-webs shall strengthen the supervision upon the columns and content that are confirmed to be set up jointly and to be maintained, appoint a special person to check up the Portal on the information and addresses provided (or linked) by their own websites, and contact the Portal in a timely and initiative manner for update and correction when discovering out-of-date information, wrong content and web-pages that can't be browsed.
| | （三）明晰责任，加强维护。各子网站对已经确认的共建栏目和维护内容要加强督查，并责成专人定期核对门户网站上系本网站提供（或链接）信息、地址的正确性，发现陈旧信息、错误内容以及页面无法浏览等问题，应及时、主动与门户网站联系，进行更新、更正。

III. The maintenance modes of the content administration of the Portal
The joint columns on the Portal set up by all district and county people's governments and all departments of the Municipal People's Government, and generally related information and service items provided on the sub-webs shall be shared and the content be maintained, mainly be realized via information sending, online information grabbing and IP address linking.
| | 三、门户网站内容保障的维护方式
门户网站依托各区县政府、市政府各部门共建的栏目，各子网站上一般应有相关信息与服务内容，其资源共享和内容维护主要通过信息报送、网上抓取和地址链接等方式实现。

1. Information sending. The information to be released, updated and corrected shall be sent to the corresponding column data base of the Portal via the Portal platform for information and statistics transmission and exchange（http://xxbs.sh.gov.cn）by the sub-webs.
| | （一）信息报送。各子网站通过门户网站信息报送交流平台（http：//xxbs.sh.gov.cn），将拟发布、更新、纠错的信息报送门户网站相应栏目信息数据库。

2. Online information grabbing. For the special columns and topics that change frequently in content, the Portal shall grab relevant content from sub-webs in a spontaneous and regular manner on the basis of information sent by all sub-webs.
| | （二）网上抓取。对内容变化较频繁的专栏、专题，在各子网站信息报送维护的基础上，门户网站还将主动、定期从各子网站上自动抓取相关内容。

3. Webpage links. For the items of affair handling, service and interaction that rely on the construction by all sub-webs, the Portal shall lead in the relevant content into corresponding columns on the Portal via IP address linking.
| | （三）网页链接。凡依托各子网站建设的办事、服务、互动等内容，门户网站采用链接网络地址的方式，将相关内容导入门户网站相应栏目。

IV. The working mechanism for the content administration of the Portal
| | 四、门户网站内容保障工作的机制
|
1. The leader in charge of the government websites in all units shall be the first responsible person for the content administration of the websites.
| | （一）各单位分管政府网站领导是网站内容保障工作的第一责任人。
|
2. The “Shanghai China” Portal editorial board shall be the leader in charge of the content administration of the Portal, which shall take the responsibility of content structure planning, content administration coordination and supervision of information update and maintenance, and make contacts with the general offices and sub-webs of all district and county people's governments and all departments of the Municipal People's Government.
| | （二）“中国上海”门户网站编辑部是门户网站内容保障工作的责任牵头单位，负责内容建设规划、内容保障协调和信息更新维护督查，以及与各区县政府、市政府各部门办公室、网站的联系。

3. The general offices of all district and county people's governments and all departments of the Municipal People's Government are the responsible units of the content administration of the Portal, which take lead and supervision in the content administration while all sub-webs shall be the implementing units of the content administration, which take charge in information providing, content administration and information maintenance of corresponding content on the Portal.
| | （三）各区县政府、市政府各部门办公室是门户网站内容保障工作的责任单位，负责内容保障工作的牵头与督查；各子网站是内容保障工作的实施单位，负责与门户网站对应内容的信息提供、内容保障和信息维护等工作。

4. The Portal and all sub-webs shall strengthen communication and coordination to ensure the simultaneous publishing of important information and updates of relevant content at the same time. The webpage revision, adjustment and modification of columns and domain names of all sub websites, the changes of webpage link address of work, service and interaction and the system failure shall be informed to the Portal by the sub websites in a timely manner.
| | （四）门户网站和各子网站要加强沟通与协调，确保重要信息同时发布、相关内容同步更新。各子网站改版，栏目、域名调整与修改，办事、服务和互动网页地址链接变更，网站系统发生故障，报送门户网站信息发生变化等，由各子网站及时告知门户网站。

5. The General Office of the Municipal People's Government will carry out inspection and evaluation on the implementation of the content administration of all sub-webs in a regular manner, and circulate a notice at a proper time.
| | （五）市政府办公厅将定期对各子网站内容保障工作实施情况进行检查、评估，适时通报。
