For the purpose of giving full play of the coordination and cooperation role of the fiscal policies and financial policies, innovating on the agricultural comprehensive development funds operation mechanism, and accelerating the construction of high-standard farmland, the Ministry of Finance (“MOF”), the National Agricultural Comprehensive Development Office (hereinafter referred to as the “NACDO”), Agricultural Development Bank of China (“ADBC”) and Agricultural Bank of China (“ABC”) decide to innovate on the investment and financing mode and jointly carry out pilot programs of construction of high-standard farmland. You are hereby notified of the following matters: | | 为了充分发挥财政政策与金融政策的协调配合作用,创新农业综合开发资金运行机制,加快推进高标准农田建设,财政部、国家农业综合开发办公室(以下简称国家农发办)和中国农业发展银行(以下简称农发行)、中国农业银行(以下简称农行)决定创新投融资模式,共同开展高标准农田建设试点。现就有关事宜通知如下: |
I. General Requirements | | 一、总体要求 |
The spirit of the 18th National Congress of the Communist Party of China, the central conference on rural work, the plenary meeting of the joint system on national agricultural comprehensive development, and the national financial work conference shall be thoroughly implemented, the construction of high-standard farmland shall be promoted in an accelerated manner in combination with financial funds, credit funds, and social funds, efforts shall be made to explore new approaches of transforming the ways of financial investment and deepening the rural financial reform, new potentiality shall be explored in enhancing the comprehensive agricultural production capacity and promoting the improvement of agricultural efficiency, and new breakthroughs shall be made in transforming the ways of agricultural development and the formation of new operation systems. | | 深入贯彻落实党的十八大、中央农村工作会议、国家农业综合开发联席会议全体会议和全国财政工作会议精神,通过财政资金、信贷资金与社会资金的结合,加快推进高标准农田建设,努力在转换财政投入方式、深化农村金融改革上开辟新途径,在提高农业综合生产能力、促进农业增效上挖掘新潜力,在转变农业发展方式、构建新型经营体系上寻求新突破。 |
II. Time, Scope and Support Targets of the Pilot Programs | | 二、试点时间、范围及扶持对象 |
From September 1, 2015, projects of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, the Xinjiang Production and Construction Corps, the General Bureau of State Farms of Heilongjiang Province, and the General Bureau of State Farms of Guangdong Province (hereinafter collectively referred to as “provinces”) where pilot programs are implemented with approval and consent may enjoy the financial discount or subsidy support. Pilot programs shall be implemented in the counties, cities, districts, banners, farms, and the Xinjiang Production and Construction Corps. (hereinafter referred to as “counties”) for national agricultural comprehensive development. At the initial period of pilot programs, state-owned farms with relatively perfect corporate governance structure, strong comprehensive strength, clear land ownership, and relatively strong wish to improve quality, leading enterprises of agricultural industrialization, farmers' professional cooperatives, and stock cooperatives whose land management has reached a certain scale, that have established close interest connection mechanisms with farmers, and that are anxious to improve the infrastructure shall be primarily selected actively and steadily for the implementation of the pilot programs; and individual specialized households, family farms, and other new agriculture operation entities with better conditions may also be incorporated into the scope of pilot programs. | | 从2015年9月1日起,各省、自治区、直辖市、计划单列市和新疆生产建设兵团、黑龙江省农垦总局、广东省农垦总局(以下统称省)经批准同意开展试点的项目,均可以享受财政贴息或补助支持。试点项目限定在国家农业综合开发县、市、区、旗、农场、团场(以下统称县)实施。在初期试点阶段,本着积极稳妥的原则,重点选择那些法人治理结构比较完善、综合实力较强、土地权属明确且提质更新愿望较为强烈的国有农场,以及土地经营已达一定规模、与农民建立紧密利益联结机制、迫切希望改善基础设施的农业产业化龙头企业、农民专业合作社和股份合作社进行试点;对于个别条件较好的专业大户、家庭农场等新型农业经营主体,也可以纳入试点范围。 |
III. Specific Ways of Support | | 三、具体扶持方式 |
1. Way of interest discount. It is operated in the pattern of “self-raised, bank loan, and financial discount.” An entity implementing the construction of high-standard farmland shall be responsible for raising capital funds not lower than 20% of the total investment of a project and repaying principal; banks shall provide medium- and long-term credit support not more than 80% of the total investment of a project to the entity of implementation at the loan interest rate not higher than the benchmark interest rate of the People's Bank of China at the same grade for the same period; and the agricultural comprehensive development funds of the Central Treasury shall offer full-amount interest discount during the whole course at the actual interest rate. The term of loans shall be determined in light of the overall strength and management efficiency of the entity of implementation and shall not exceed 15 years (the period of grace is the same as the construction period, no longer than 4 years). Assets mortgage, third-party guarantee, mortgage of contractual right of land (in areas approved by the state) and other means are adopted for the credit structure. | | (一)贴息方式。按照“主体自筹、银行贷款、财政贴息”的模式运行。其中,高标准农田建设实施主体负责落实不低于项目总投资20%的资本金,以及借款本金的偿还;银行为实施主体提供不超过项目总投资80%的中长期信贷支持,贷款利率按照不高于同期同档次人民银行基准利率执行;中央财政农业综合开发资金按照实际利率水平,给予金额全程贴息。贷款年限视实施主体综合实力及经营效益确定,最长不超过15年(宽限期同建设期,最长不超过4年)。信用结构采用资产抵押、第三方担保、土地承包经营权抵押(在国家批准的地区)等方式。 |
