The people's governments of all counties, all the commissions, offices and bureaus of the Municipal Government, all the institutions subordinate to this Municipality:
The Program for the Reform of the Institutions of the People's Government of Beijing Municipality has been approved by the Central Committee of the Communist Party of China and the State Council. It is hereby notified you of the following:
