| For the purposes of thoroughly implementing the decisions and plans of the CPC Central Committee and the State Council, further improving the pilot program of cities for the digital transformation of small and medium-sized enterprises, and accelerating the development of new-quality productivity, in accordance with the Notice of Launching the Program for the Digital Transformation of Small and Medium-sized Enterprises in Pilot Cities (No. 117 [2023], MOF), you are hereby notified of the issues concerning the application for the pilot cities for the digital transformation of small and medium-sized enterprises in 2024 as follows: | | 为深入贯彻落实党中央、国务院决策部署，进一步做好中小企业数字化转型城市试点工作，加快发展新质生产力，根据《关于开展中小企业数字化转型城市试点工作的通知》（财建〔2023〕117号，以下简称《通知》）要求，现就2024年中小企业数字化转型城市试点申报工作有关事项通知如下： |

| Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, the guiding principles of the 20th CPC National Congress and the Second Plenary Session of the 20th CPC Central Committee shall be comprehensively implemented. According to the arrangements made at the Central Economic Work Conference and the Conference for Promoting the New Type of Industrialization Nationwide, the pilot program of cities launching the digital transformation of small and medium-sized enterprises shall be further carried out to deepen the integration of digital technologies and the real economy. The role of innovators shall be maximized to promote the development of new quality productive forces and improve the modern industrial system. | | 坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届二中全会精神，按照中央经济工作会议部署，落实政府工作报告、全国新型工业化推进大会有关要求，深入开展中小企业数字化转型城市试点工作，促进数字技术和实体经济深度融合，充分发挥创新主体作用，推动发展新质生产力，完善现代化产业体系。 |
| II. Key tasks | | 二、重点任务 |
| 1. The digital transformation of small and medium-sized enterprises shall be accelerated to the needs of enterprises. The digital transformation of small and medium-sized enterprises shall be taken as an opportunity to promote the deep integration of the digital economy and the real economy. Priority shall be given to the inclusion of specialized and sophisticated enterprises that produce new and unique products with urgent needs for digital transformation and a certain digital foundation into the pilot program. The focus shall be on the improvement of the actual value of small and medium-sized enterprises in innovation, market, quality improvement, cost reduction, efficiency increase, environment-friendliness, and safety to meet the digital transformation needs of small and medium-sized enterprises in different scenarios and at different levels, thus effectively solving the problem of small and medium-sized enterprises "unwilling to, dare not, and will not conduct digital transformation". | | （一）聚焦企业需求，加快中小企业数字化转型。以中小企业数字化转型为契机，促进数字经济和实体经济深度融合。优先将数字化转型需求迫切、具备一定数字化基础的专精特新中小企业纳入试点范围。围绕中小企业创新、市场、提质、降本、增效、绿色、安全等实际价值提升情况，满足中小企业不同场景、不同级别的数字化转型需求，切实解决中小企业“不愿转、不敢转、不会转”的问题。 |
| 2. Digital empowerment shall be strengthened to cultivate high-standard "small, fast, lightweight, and precise" products. The enthusiasm of local governments, small and medium-sized enterprises, digital service providers, and other parties shall be fully aroused to actively promote digital industrialization and industrial digitalization and comprehensively improve the digitalization of small and medium-sized enterprises. A number of cost-effective digital products, services, and solutions that meet the needs of small and medium-sized enterprises shall be developed and promoted. Pilot cities shall be encouraged to support digital service providers, and develop a number of "small, fast, lightweight, and precise" digital products and solutions for the fields in which there is a huge market demand for the digital transformation of small and medium-sized enterprises but the supply is relatively insufficient. | | （二）强化数字赋能，培育高水平“小快轻准”产品。充分调动地方政府、中小企业、数字化服务商等各方积极性，积极推进数字产业化、产业数字化，全面提升中小企业数字化水平。开发推广一批符合中小企业需求、高性价比的数字化产品、服务和解决方案。鼓励试点城市支持数字化服务商，面向中小企业数字化转型市场需求强烈但供给相对不足的领域，研发攻关一批“小快轻准”数字化产品和解决方案。 |
| 3. The "chain-based" transformation shall be promoted to spur the optimization and upgrading of industrial and supply chains. Leading enterprises in the key industrial chains with urgent needs for digital transformation and obvious transformation benefits shall be encouraged to strengthen transformation capability output and business collaboration, lead and drive the transformation and upgrading of small and medium-sized enterprises on the chains, and accelerate their inclusion into industry chains, so as to reinforce and upgrade industrial chains. Digital supply chains shall be developed. Large enterprises shall be encouraged to empower the digital transformation of small and medium-sized enterprises in the upstream and downstream sectors of supply chains through order placement, technology diffusion, and resource sharing. The role of carriers such as high-tech industrial development zones and characteristic industry clusters of small and medium-sized enterprises shall be maximized to promote the digital transformation of industry clusters and help improve the modern industrial system. | | （三）推动“链式”转型，促进产业链供应链优化升级。聚焦数字化转型需求迫切、转型效益明显的重点产业链，推动链主企业加强转型能力输出与业务协同，引领带动链上中小企业转型升级，加快“卡位入链”，提升强链补链能力。发展数字化供应链，推动大企业通过订单牵引、技术扩散、资源共享等方式，赋能供应链上下游中小企业数字化转型。充分发挥高新技术产业开发区、中小企业特色产业集群等载体的作用，推进产业集群数字化转型，助力完善现代化产业体系。 |
