| Several Measures to Support the Fostering and Development of International Consumption Center Cities | | 关于支持国际消费中心城市培育建设的若干措施 |

| Fostering and building international consumption center cities, as a major decision and arrangement made by the CPC Central Committee with a view to foster a new development dynamic, is of great significance to boosting consumption, promoting high-quality development, and better meeting people's needs for a better life. The following policies and measures are formulated to support Shanghai, Beijing, Guangzhou, Tianjin, and Chongqing ("relevant cities") in accelerating the fostering and development of international consumption center cities, creating a consumption environment with global appeal, comprehensively expanding domestic demand, and advancing higher-standard opening up. | | 培育建设国际消费中心城市是党中央着眼构建新发展格局作出的重大决策部署，对提振消费、推动高质量发展、更好满足人民美好生活需要具有重要意义。为支持上海市、北京市、广州市、天津市、重庆市（以下统称相关城市）加快国际消费中心城市培育建设，打造具有全球吸引力的消费环境，全方位扩大国内需求，扩大高水平对外开放，制定如下政策措施。 |
| I. Actively promoting the debut economy | | 一、积极推进首发经济 |
| High-quality new product launch seasons shall be well organized, and relevant cities shall be supported in creating distinctive product launch event brands so that international consumption center cities better guide consumption. High-quality domestic and foreign brands shall be supported in launching new products and holding their first shows and exhibitions by facilitating customs clearance of imported new products. A group of global new product launch landmarks shall be created, and platforms such as fashion weeks and auto shows shall be strengthened and improved. High-quality brands shall be attracted from around the world to open their first stores and establish research, development, and design centers and regional headquarters, so as to improve the ecosystem for the debut economy. Cooperation between time-honored brands and new consumer brands to create more new products shall be supported. | | 办好精品首发季活动，支持相关城市打造各具特色的首发活动品牌，提升国际消费中心城市的消费引领力。支持国内外优质品牌开展新品首发首秀首展活动，为进口首发新品提供通关便利。打造一批全球新品首发地标，做强做优时装周、汽车展等平台载体。吸引全球优质品牌开设首店，设立研发设计中心和地区总部，完善首发经济生态链。支持老字号品牌和新消费品牌跨界合作，打造更多新产品。 |
| II. Optimizing immigration policies and the consumption environment | | 二、优化入境政策和消费环境 |
| The scope of countries unilaterally granted the visa-free entry policy shall be expanded in an orderly manner, the visa-free transit policy for foreigners shall be improved, and the regional linkage of relevant cities in implementing the transit visa-free policy shall be promoted. Entry clearance procedures for foreigners shall be optimized, and a package of services, including entry service guides, communication services, foreign currency exchange, and mobile payment, shall be provided in the entry area. Relevant cities shall be supported in adding direct overseas flights. The multi-level and diversified payment service system shall be improved, more merchants shall be encouraged to open overseas bank card acceptance functions, and the use of more overseas e-wallets in China shall be supported. A group of international consumption clusters and inbound consumption-friendly business districts shall be created. Multilingual signs and guide facilities in public places shall be improved, and service hotlines for foreigners shall be set up. | | 有序扩大单方面免签国家范围，提升外籍人员过境免办签证政策效能，推动相关城市实施过境免签政策区域联动。优化外籍人员入境通关手续，在入境区域提供入境服务指南、通讯服务、外币兑换、移动支付等一揽子服务。支持相关城市增设境外直飞航线。着力完善多层次、多元化支付服务体系，推动更多商户开通境外银行卡受理功能，支持更多境外电子钱包在境内使用。打造一批国际消费集聚区和入境消费友好型商圈。完善公共场所多语种标识及导览设施，设立外籍人员服务热线。 |
