| For the purpose of implementing the decisions and plans of the CPC Central Committee and the State Council, accelerating the establishment of the modern commercial distribution system, fully leveraging the foundational role of commercial distribution in promoting production, expanding consumption, and improving people's livelihoods, and providing support for vigorously stimulating consumption and expanding domestic demand, in accordance with the Notice by the General Office of the Ministry of Finance and the General Office of the Ministry of Commerce of Supporting the Construction of Cities Carrying out a Pilot Program to Establish a Modern Commercial Distribution System (No. 21 [2024], General Office of the MOF; hereinafter, the Notice), you are hereby notified of the matters concerning launching the 2025 application program for pilot cities of the modern commercial distribution system as follows: | | 为深入贯彻落实党中央、国务院决策部署，加快现代商贸流通体系建设，充分发挥商贸流通在引导生产、扩大消费、改善民生等方面的基础性作用，为大力提振消费、扩大国内需求提供支撑，根据《财政部办公厅 商务部办公厅关于支持建设现代商贸流通体系试点城市的通知》（财办建〔2024〕21号，以下简称《通知》），现就2025年现代商贸流通体系试点城市申报有关事项通知如下： |
| I. Recommending pilot cities for application through a merit-based selection process. No more than 20 pilot cities shall be supported in 2025. The scope of eligible cities for application includes municipalities directly under the Central Government, provincial capital cities, and other prefecture-level cities, excluding cities already designated as part of the 2024 pilot program. Eligible cities for application include municipalities directly under the Central Government, provincial capitals, and other prefecture-level cities, excluding those already included in the 2024 pilot program. In accordance with the principles of fairness, impartiality, and openness, and upon comprehensive consideration of factors such as existing groundwork, development potential, policy environment, and proposal readiness, the provincial-level commerce and finance departments (collectively, the "provincial departments") shall organize the application program for eligible cities within their jurisdiction and shall select no more than one recommended city. The provincial departments shall guide applicant cities in formulating three-year pilot implementation plans (see the Annex to the Notice for the plan template) according to their respective local conditions, systematically reviewing the development of the commercial distribution system, analyzing existing issues and shortcomings, proposing targeted solutions and safeguard mechanisms, and conducting preliminary assessments to develop initial project arrangements. | | 一、择优推荐申报城市。2025年拟支持不超过20个试点城市。申报范围包括直辖市、省会城市及其他地级市，不包括已纳入2024年试点范围的城市。各省级商务、财政主管部门（以下统称各省级主管部门）按照公平公正公开原则，综合考虑工作基础、发展潜力、政策环境、方案成熟度等因素，组织本地区符合条件的城市进行申报，最终确定不超过1个推荐城市。指导申报城市结合自身实际，编制三年期试点实施方案（方案模板见《通知》附件），系统梳理商贸流通体系建设情况，分析存在的问题和不足，提出针对性解决措施和保障机制，摸底形成初步项目安排。 |
| II. Vigorously supporting efforts to boost consumption. The focus shall be on key tasks such as boosting consumption. Innovative and expanded measures shall be encouraged, provided that the overall policy orientation and support content specified in the Notice are generally maintained, so as to better leverage the pilot program's role in driving consumption. First, the accelerated application of new technologies shall be encouraged. The digital and intelligent transformation of commercial distribution network facilities in urban and rural areas shall be promoted. Application scenarios such as unmanned stores, intelligent shopping guidance, and virtual experiences shall be expanded to improve the consumer environment. Second, the accelerated cultivation of new business forms shall be encouraged. Digitally intelligent supply chains shall be developed. New business forms such as branded chains, instant retail, and live-streaming e-commerce shall be fostered to enhance the capacity of consumption supply. Third, the accelerated deployment of new infrastructure shall be encouraged. Smart logistics shall be promoted by expanding the use of facilities and equipment such as smart guidance vehicles, automated sorting systems, and unmanned delivery vehicles, so as to improve distribution efficiency and reduce consumption costs. | | 二、大力支持提振消费。聚焦提振消费等重点任务，在保持《通知》支持方向和内容总体不变的前提下，鼓励创新拓展工作举措，更好发挥商贸流通试点工作对提振消费的牵引作用。一是鼓励加快新技术应用。推动城乡商贸流通网络设施数字化、智能化改造，拓展无人商店、智能导购、虚拟体验等应用场景，改善居民消费环境。二是鼓励加快新业态培育。发展数智供应链，培育品牌连锁、即时零售、直播电商等新模式，提升消费供给水平。三是鼓励加快新设施布局。发展智慧物流，推广智能引导车、自动分拣、无人配送等设施设备，提升流通效率，降低消费成本。 |
