| The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, and all ministries, commissions, and institutions directly under the State Council: | | 各省、自治区、直辖市人民政府,国务院各部委、各直属机构: |
| A scenario is the specific context for systematically verifying the industrial application of new technologies, products, and business formats, as well as the supporting infrastructure, business models, and institutional policies; a bridge connecting technology and industry and integrating research and development with the market; and an important vehicle for promoting the integrated development of scientific and technological innovation and industrial innovation. It plays an important role in powering the promotion of the at-scale and commercial application of new technologies and products. For the purposes of accelerating scenario cultivation and opening-up and promoting the at-scale application of new scenarios, the following opinions are hereby offered with the approval of the State Council. | | 场景是用于系统性验证新技术、新产品、新业态产业化应用以及配套基础设施、商业模式、制度政策的具体情境,是连接技术和产业、打通研发和市场的桥梁,是推动科技创新和产业创新融合发展的重要载体,对促进新技术新产品规模化商业化应用具有重要牵引作用。为加快场景培育和开放,推动新场景大规模应用,经国务院同意,现提出以下意见。 |
| I. General requirements | | 一、总体要求 |
| Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th CPC National Congress and the plenary sessions of the 20th CPC Central Committee shall be thoroughly implemented. The new development philosophy shall be fully, accurately, and comprehensively implemented. Innovation-driven development, reform-driven progress, locality-based adaptation, safety and orderliness, systematic promotion, and integrated development shall be upheld. The advantages of China's ultra-large-scale market and abundant application scenarios shall be maximized. Support shall be given for the development of a number of comprehensive major scenarios, integrated scenarios in industrial sectors, and high-value small-niche scenarios. The supply of production scenarios, work scenarios, and life scenarios shall be expanded. The opening of scenario resources shall be promoted, the fair and efficient allocation of scenario resources shall be propelled, and the at-scale application of new scenarios shall be advanced. | The digital economy: The potential of data factors shall be thoroughly explored. Technological innovation in fields such as data analysis and mining, circulation and use, and security protection shall be supported. The supply of data products and services shall be enriched. Scenarios for the application of technological innovations such as the metaverse, virtual reality, intelligent computing power, and robotics in fields like office work, social interaction, consumption, and entertainment shall be explored. The thorough integration of the real economy and the digital economy shall be promoted. | | 数字经济领域。深入挖掘数据要素潜能,支持数据分析挖掘、流通使用、安全防护等领域技术创新,丰富数据产品和服务供给,在办公、社交、消费、娱乐等领域探索应用元宇宙、虚拟现实、智能算力、机器人等技术创新应用场景,推动实体经济和数字经济深度融合。 |
| Artificial intelligence field: The research and promotion of the application of key core technologies shall be strengthened, and the cultivation and opening of high-value application scenarios shall be accelerated to better meet development needs in various fields such as science and technology, industry, consumption, people's livelihood, governance, and global cooperation. | | 人工智能领域。加强关键核心技术攻关和推广应用,加快高价值应用场景培育和开放,更好满足科技、产业、消费、民生、治理、全球合作等各领域发展需要。 |
| All-space unmanned systems: The application and standardization of all-space unmanned systems covering the sea, land, and sky shall be promoted. The creation of cultural tourism, government affairs, logistics, satellite services, and application scenarios covering all spaces shall be encouraged. Application scenarios for unmanned systems in industrial production, urban planning, construction and governance, comprehensive three-dimensional transportation, public services, security protection, and agricultural production, among others, shall be expanded. Application scenarios in the low-altitude economy and other fields shall be expanded in a prudent and orderly manner. | | 全空间无人体系。推动海陆空全空间无人体系应用和标准建设,鼓励打造涵盖全空间的文旅、政务、物流、卫星服务等应用场景,拓展工业生产、城市规划建设治理、综合立体交通、公共服务、安全防护、农业生产等无人体系应用场景。稳妥有序拓展低空经济等领域应用场景。 |
| Biotechnology field: The widespread application of biotechnology in industrial innovation scenarios such as new materials, construction, energy, and environmental protection shall be promoted. The opening of application scenarios such as bio-based material substitution, low-carbon conversion of bioenergy, and green preparation of natural products shall be prioritized. An integrated development ecosystem for the biotechnology industry shall be constructed. | | 生物技术领域。推动生物技术广泛应用于新材料、建筑、能源、环保等产业创新场景,重点开放生物基材料替代、生物能源低碳转化、天然产物绿色制备等应用场景,构建生物技术产业融合发展生态圈。 |
| Clean energy field: The open application of clean energy in fields such as railways, public transport, sanitation, heavy-duty trucks, agricultural machinery, and logistics shall be promoted. Clean energy vehicle transport corridors shall be constructed, with simultaneous layout of energy supply stations, creating application scenarios for the coordinated development of the entire clean energy industry chain. The clean and low-carbon transition of the energy industry shall be promoted. A number of application scenarios such as innovative digital and intelligent energy production operation management, smart grids, direct green power supply, virtual power plants, and vehicle-grid interaction shall be innovated. | Marine development field: The cultivation and opening of scenarios such as deep-sea exploration, deep-sea mining, deep-sea aquaculture, marine engineering equipment, marine electronic information, and marine biomedicine shall be promoted, creating a number of deep-sea technology innovation hubs. | | 海洋开发领域。推动深海探测、深海开采、深远海养殖、海洋工程装备、海洋电子信息、海洋生物医药等场景培育和开放,打造一批深海科技创新策源地。 |
| 2. Developing a number of new business format application scenarios for industrial transformation and upgrading | | (二)建设一批产业转型升级的新业态应用场景 |
| Manufacturing field: With a focus on the application of core technologies such as intelligent manufacturing, green manufacturing, service-oriented manufacturing, industrial biotechnology, and industrial intelligence, application scenarios such as flexible production lines, smart factories, green factories, high-standard digital parks, and zero-carbon parks shall be innovated. Key manufacturing enterprises shall be supported in opening application scenarios to products such as independent basic software and industrial software. Typical application scenarios for vertical large language models in the industrial field shall be selected and cultivated. Local governments and enterprises shall be encouraged to cultivate application scenarios for producer services such as industrial design, pilot testing, and inspection and testing. | | 制造业领域。聚焦智能制造、绿色制造、服务型制造、工业生物、工业智能等核心技术应用,创新柔性生产线、智能工厂、绿色工厂、高标准数字园区、零碳园区等应用场景,支持重点制造业企业向自主基础软件、工业软件等产品开放应用场景,遴选培育工业领域垂直大模型典型应用场景。鼓励地方和企业培育工业设计、中试验证、检验检测等生产性服务业应用场景。 |
