DETAILED RULES FOR THE IMPLEMENTATION OF THE INTERIM PROCEDURES ON THE MANAGEMENT OF QUOTAS OF IMPORT OF GENERAL COMMODITIES
(Promulgated jointly by the State Planning Commission (SPC), the Ministry of Foreign Trade and Economic Cooperation (MOFTEC), the People's Bank of China (PBOC), the State General Administration of Customs (SGAC) and the State General Administration of Exchange Control (SGAEC) on April 13, 1994)
In compliance with the "Interim Procedures on the Management of the Quotas of Import of General Commodities" to exercise the quota control on the import of 25 commodities under control by SPC other than carbonate beverages, these detailed rules are formulated to further clarify and smooth the concrete procedures for the management and put the whole process of the management in order.

根据《一般商品进口配额管理暂行办法》，为做好配额商品进口管理工作，理顺和明确进口配额管理程序，规范进口配额办理手续，除碳酸饮料外，对进口属于国家计委负责管理的２５种配额商品，实施“一般商品进口配额证明”管理，具体实施细则如下：

1. "Import Quotas Certificates for General Commodities" as the unique document to certify the permission for import of commodities under quota control should be printed under the supervision of SPC.
| | 一、“一般商品进口配额证明”由国家计委统一监制，是用户进口配额商品申领进口许可证的凭据。
|
2. The "Import Quotas Certificates for General Commodities" shall be examined and issued by the quota control organs authorized by SPC according to ad hoc quotas designated by SPC and be affixed with the "Special Seal for Import Quotas of General Commodities" made and issued in a unified manner by SPC. For enterprises affiliated to departments of the State Council that are not authorized by the SPC, "Import Quotas Certificates for General Commodities" should be applied from MOFTEC according to the amount of quotas designated by the SPC.
| | 二、“一般商品进口配额证明”由国家计委授权的配额管理机关根据国家计委下达的配额审核签发，并在“一般商品进口配额证明”上加盖由国家计委统一制发的“一般商品进口配额专用章”。未经国家计委授权的国务院其他部门，其所属企业需进口配额商品的，由外经贸部按照国家计委下达的配额，办理“一般商品进口配额证明”。

3. The "Import Quotas Certificates for General Commodities" are in the quintuplicate form. The first (blue) shall be used as a document for obtaining import license; the second (purple) shall be used as a certificate for placing orders by foreign trade agents, together with the import licenses; the third (red) shall be kept by the quota certificate issuing department; the fourth (black) shall be handed over to the customs; and the fifth (yellow) shall be kept for record by the quota certificate issuing department.
