Notice of the Ministry of Science and Technology, the National Development and Reform Commission and the Ministry of Finance on Carrying out the Accreditation of National Independent Innovation Products

All departments (commissions or bureaus) of science and technology, development and reform commissions and public finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:
In order to implement the detailed rules for the supporting policies of the Outline of the National Program for Medium and Long-term Scientific and Technological Development (2006-2020) and promote the accreditation of national independent innovation products and in accordance with the relevant provisions of the Measures for the Administration of the Accreditation of National Independent Innovation Products (for Trial Implementation), the Ministry of Science and Technology, the National Development and Reform Commission and the Ministry of Finance have decided to jointly carry out the accreditation of national independent innovation products. You are hereby notified of the relevant issues as follows:

各省、自治区、直辖市、新疆生产建设兵团科技厅（委、局）、发展和改革委员会、财政厅（局）：
为贯彻落实《国家中长期科学和技术发展规划纲要（2006-2020年）》配套政策实施细则，推动国家自主创新产品认定工作，根据《国家自主创新产品认定管理办法（试行）》的有关规定，科技部、国家发展改革委和财政部决定联合开展国家自主创新产品认定工作。现将有关事项通知如下：

I. All entities shall, in accordance with the requirements of the Application Instructions for National Independent Innovation Products in 2009 (see Annex for details), earnestly do a good job in the application, preliminary examination and recommendation of products.
| | 一、请各单位按照2009年度国家自主创新产品申报说明（见附件）的要求，认真做好产品申报、初审与推荐工作。

II. For the application and recommendation of products, you are required to fill out the on-line application through the website of the “Application Center for National Scientific and Technological Plan Projects” (hereinafter referred to as the “Application Center”). Please log on the website of the Application Center (program.most.gov.cn) to refer to the relevant requirements and procedures.
| | 二、产品申报和推荐通过“国家科技计划项目申报中心”（以下简称“申报中心”）进行网上填报。有关要求及流程可登陆申报中心网站查看（program.most.gov.cn）。

III. The deadline for the application of products is 00:00, December 10, 2009 and the deadline for the recommendation of products is 00:00, December 30, 2009. The system of the Application Center shall automatically close at the deadline.
| | 三、产品申报的截止时间为2009年12月10日24时；产品推荐的截止时间为2009年12月30日24时；到达截止时间，申报中心将自动关闭。

IV. When recommending products through the Application Center, all entities shall submit the relevant written materials (in duplicate) to the National Center for Science and Technology Evaluation (Address: B1303, 13/F, Yuhui Building, 73 Fucheng Road, Haidian District, Beijing, Post Code: 100142).

| | 一、概述
建立国家自主创新产品认定制度，开展自主创新产品认定工作是贯彻执行《国家中长期科学和技术发展规划纲要（2006-2020年）》（国发[2005]44号），落实《国务院关于印发实施〈国家中长期科学和技术发展规划纲要（2006-2020年）〉若干配套政策的通知》（国发[2006]6号）的重要措施。国家自主创新产品认定制度建立和相关认定工作的开展，对于积极营造激励自主创新的环境，努力建设创新型国家具有重要的推动作用。
在2008年认定试点工作的基础上，2009年，科技部、国家发展改革委和财政部联合开展国家自主创新产品认定工作。

| | 二、认定原则
|
| | 1.要突出重大性。产品必须对促进经济和社会发展做出重要贡献或者能够产生重大影响；
|
| | 2.要体现自主性。产品必须具有自主知识产权、自主品牌，并且具有明晰的所有权和使用权，不存在争议；
|
| | 3.要具有标志性。产品必须是在认定领域内代表我国自主创新能力和水平的标志性产品。
|
| | 三、认定领域范围
2009年国家自主创新产品认定工作主要选择6个高新技术领域，认定进入市场销售环节、符合相关行业发展方向的产品。
6个领域分别为：1、计算机及应用设备；2、通信产品；3、现代化办公设备；4、软件；5、新能源及装备；6、高效节能产品。每个领域的具体认定范围详见附表2。

| | 四、认定条件
申请国家自主创新产品认定的单位必须是具有一定研究开发能力的产品生产单位，国家自主创新产品应符合以下条件：
（1）产品符合国家法律法规，符合国家产业技术政策和其他相关产业政策。
