Provisional Rules of the Shenzhen Special Economic Zone on the Administration of the Facilities and Equipments of the Checkpoints of the Front Line Land Ports and the Special Passages of the Control Line

Article 1 In order to strengthen the administration of the facilities and equipments of the check points of the front line land ports and the special passages of the control line （hereinafter referred to as the ports and passages） of the Shenzhen Special Economic Zone, to ensure the safety and rational use of the sites of the ports and passages, and to maintain the working order of the ports and passages, these rules are hereby formulated.
| | 第一条 为加强深圳经济特区一线口岸和特管线通道检查站（以下简称口岸、通道）设施设备管理，保证口岸、通道场地的安全及合理使用，维护口岸、通道的工作秩序，特制定本规定。

Article 2 The sites of the ports and passages referred to in these rules shall mean the places, business office buildings, parking lots, green belts, squares, roads, bridges, and other buildings for the inspection of the personnel, goods, means of transport passing the border and the control line to enter or leave the Special Zone.
The facilities and equipments referred to in these rules shall mean the facilities of power supply, water supply, communication, firefighting, air condition, lighting circuit, electric cables, elevators, etc. and the equipments such as instruments, machines, etc.
| | 第二条 本规定所称口岸，通道场地是指供人员、货物、交通工具入出境和进出特区管理线的检查检验场所、业务办公用房、停车场、绿化带、广场、道路、桥梁及其他建筑物。
所称设施设备是指口岸通道、检查场地的供电、供水、通讯、消防、空调、照明线路、电缆、电梯等设施及仪器、机械等设备。

Article 3 The Port Office of the Municipal People's Government shall be a functional department in charge of planning, construction, transformation, administration and coordination of the front line land ports and the special passages of the control line; the municipal corporation of port management and service, entrusted by the port office, shall provide specific managerial services for the sites of ports and passages, facilities, equipments; the departments such as the customs, the border inspection stations, the Special Zone check-posts, the bureau of health and quarantine, the bureau of quarantine for animals and plants, the bureau of imported and exported goods inspection, the supervision office of port affairs, etc. shall be the units of check, inspection of the checkpoints at the front line ports and the special passages of the control line; the road engineering corporation and the road lamp station shall be responsible for maintenance, repair and management of the bridges, roads, and road lamps of the port areas; the sub-bureaus of border defense, the sub-bureaus of public security at the ports, the local police stations at the ports （passages）， the port security stations of the security companies, and the internal security divisions of various units shall all be the security departments of the ports （passages）； the duty-free companies, the port branch offices of the Bank of China, the port post offices, the overseas Chinese organizations shall be the business units and service units at the ports. The above-mentioned units and other residing units shall all bear the responsibility for the security of the ports （passages） and the normal operation of the facilities and equipments.
．．．．．． | | 第三条 市人民政府口岸办公室是市人民政府负责一线陆路口岸和特管线通道规划、建设、改造和管理协调的职能工作部门；市口岸管理服务公司受口岸办委托对口岸、通道场地、设施设备实施具体管理服务；海关、边防检查站、特区检查站、卫生检疫局、动植物检疫局、进出口商品检验局、港务监督等部门为一线口岸和特管线通道检查站的检查、检验单位；道路工程公司和路灯所负责口岸地段的桥梁、道路、路灯的维修管理；边防分局、口岸公安分局、口岸（通道）派出所、保安公司口岸保安站及各单位的内保部门均为口岸（通道）保卫工作部门；免税公司、中国银行口岸支行、口岸邮电局、侨社等为口岸经营服务单位。上述单位以及其他派驻单位都负有维护口岸（通道）的场地安全、设施设备正常运作的职责。
