The personnel departments (bureaus), educational departments (commissions), scientific and technological departments (bureaus), public security departments (bureaus), financial departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities at the deputy provincial level, all ministries and commissions under the State Council, the personnel (cadres) sections of all departments directly under the State Council:
In order to carry out the target of “encouraging those having studied abroad to return and work or render their service to the motherland in proper ways” proposed at the 15th National Congress of the CPC, we have formulated Some Opinions on Encouraging Those Having Studied Abroad to Render Their Services to the Motherland in Multi-ways, and hereby print and distribute them to you. Please comply with and execute these Opinions.

Some Opinions on Encouraging Those Having Studied Abroad to Render Their Services to the Motherland in Multi-ways
Those having studied abroad care for the socialist modernization construction and the rejuvenation of China. They also have strong patriotic passion and the willingness to render their services to the motherland. Since the founding of new China, those having studied abroad with achievements have returned and worked in the motherland group by group, who have become the backbones and academic and technological leaders in China in science, education, culture, and health etc.; meanwhile, those studying or working abroad have made their contributions to China's development of economy and science by rendering their services to the motherland in many ways with the advanced science and technologies as well as the management knowledge which they have mastered. The implementation of the strategy of developing the country by relying on science and education as well as that of talents, the readjustments of the State's industrial structure, the acceleration of scientific and technological creations as well as the rapid economic and social development in China have provided those having studied abroad with a wide space and field to return to work for and render their services to the motherland. In recently years, the Central Government and the local governments have successively formulated a series of policies and measures on encouraging those having studied abroad to return to the motherland to work and have attracted a large number of them to return, which has promoted the development of various careers in China in economy, science and technology, etc.. The following opinions are hereby proposed with a view to fully developing the intellectual resources studying abroad, encouraging those studying and working abroad to render their services to the motherland in multi-ways:

各省、自治区、直辖市及副省级市人事厅（局）、教育厅（教委）、科技厅（局）、公安厅（局）、财政厅（局），国务院各部委、各直属机构人事（干部）部门：
为贯彻落实党的十五大提出的“鼓励海外留学人员回国工作或以适当方式为祖国服务”的精神，我们制定了《关于鼓励海外留学人员以多种形式为国服务的若干意见》，现印发你们，请遵照执行。

关于鼓励海外留学人员以多种形式为国服务的若干意见
海外留学人员关心国家的社会主义现代化建设和民族的振兴，具有强烈的爱国热情和为国服务的愿望。新中国成立以来，一批批学有成就的留学人员回国工作，成为我国科教文卫等各条战线的骨干力量和学术技术带头人；同时在海外学习和工作的留学人员以他们掌握的先进科技和管理知识，通过多种方式为国服务，为我国经济社会发展作出了贡献。随着科教兴国和人才战略的实施，国家产业结构的调整，科技创新的加快和国内经济社会的快速发展，给海外留学人员回国工作和为国服务提供了广阔的空间和领域。近年来，国家和地方相继制定了一系列关于鼓励海外留学人员回国工作的政策措施，吸引了大批留学人员回国工作，促进了我国经济、科技等各项事业的发展。为充分开发海外留学人才资源，鼓励在海外学习和工作的留学人员以多种方式为祖国服务，特提出如下意见：

I.The rendering of services to the motherland by those having studied abroad shall mean the activities carried out by those studying abroad or those who are working abroad after having completed their school work or by the professional organizations composed of them with the advantages of their own by any of such means as concurrently holding posts in China, being entrusted to carry out cooperative research both home and abroad, returning to give academic lectures, carrying out academic and technological communication, establishing enterprises in China, being engaged in inspecting and consulting activities, and carrying out intermediation services, etc. for the purpose of promoting the State's economic and social development.
| | 一、海外留学人员为国服务是指我在海外学习或完成学业后在国外工作的留学人员及海外留学人员专业团体，以自己的专业和专业团体的优势，通过在国内兼职，接受委托在国内外开展合作研究，回国讲学、进行学术技术交流，在国内创办企业，从事考察咨询活动，开展中介服务等形式，为促进国家经济社会发展而开展的各种活动。

II.The State encourages those having studied abroad to render their services to the motherland in multi-ways.
| | 二、国家鼓励海外留学人员采取多种方式为国服务。

(1)The State encourages those having studied abroad to concurrently hold professional or technological posts, the posts of advisors or honorary posts in domestic colleges and universities, scientific research institutes, the State's key (opening) libraries, engineering technological research centers and various enterprises and institutions. Those having studied abroad with doctor's degrees may do their post-doctoral research in domestic post-doctoral mobile stations of scientific research or in post-doctoral working stations of scientific research.
．．．．．． | | （１）鼓励海外留学人员在国内高校、科研院所、国家重点（开放）实验室、工程技术研究中心及各类企业、事业单位受聘兼任专业技术职务、顾问或名誉职务。取得博士学位的海外留学人员可以到国内博士后科研流动站、博士后科研工作站做博士后。
