| For the purposes of diligently implementing the spirit of the Central Economic Work Conference, the Central Rural Work Conference and the Document No. 1 of the Central Government, and solidly and effectively completing the work of purchase of autumn grain crops in 2024, you are hereby notified of the following matters: | | 为认真贯彻落实中央经济工作会议、中央农村工作会议和中央一号文件精神，扎实做好2024年秋粮收购工作，现将有关事项通知如下： |
| I. Improving the political stance, and further enhancing the sense of responsibility and mission of effectively completing the purchase of autumn grain crops | | 一、提高政治站位，进一步增强抓好秋粮收购工作的责任感使命感 |
| As the 75th anniversary of the founding of the People's Republic of China, this year is a key year for achieving the goals and tasks of the 14th Five-Year Plan, so it is of great significance to effectively complete purchase of autumn grain crops. Effectively completing purchase of autumn grain crops is an important measure for implementing the spirit of the Third Plenary Session of the 20th CPC National Congress and promoting grain prices to remain at a reasonable level, and an inherent requirement for guaranteeing the smooth operation of the grain market and protecting the interests of grain farmers. All entities shall unify their thinking and build consensus, regard effectively completing purchase of autumn grain crops as an important political task, make plans in advance and carefully conduct organization, specify the measures, and pay close attention to implementation, to ensure that all work is carried out in a solid and orderly manner. | | 今年是中华人民共和国成立75周年，是实现“十四五”规划目标任务的关键一年，做好粮食收购工作意义重大。抓好秋粮收购，是贯彻落实党的二十届三中全会精神、推动粮食价格保持在合理水平的重要举措，是保障粮食市场平稳运行、保护种粮农民利益的内在要求。各单位要统一思想凝聚共识，把抓好秋粮收购作为一项重要政治任务，提早谋划、精心组织，细化措施、狠抓落实，确保各项工作扎实有序开展。 |
| II. Maximizing the role of the market, and continuously stimulating the vitality of the purchase and sale of multiple entities | | 二、发挥市场作用，持续激发多元主体购销活力 |
| The market-oriented concept shall be insisted on, more market-oriented ways and means shall be adopted, and the formation of a sound situation of a grain market with diversified entities, active purchase and sale, and smooth circulation shall be promoted. The overall planning and organization of the purchase work shall be strengthened, by closely focusing on the principles of “having personnel to collect grain, having money to purchase grain, having warehouse to store grain, and having vehicles to transport grain,” efforts shall be continuously made in improving the environment, optimizing policies, building platforms, and other respects, the guarantee of factors such as storage capacity, capital, equipment, and personnel shall be strengthened, and joint efforts shall be made to create an open and transparent, standardized and orderly market environment, and effectively improve the enthusiasm of all types of entities to enter the market for purchase. Cooperation in production and sale of grains shall be deepened, various forms of production and production and sales negotiation activities with different characteristics shall be held according to local circumstances, and the implementation of projects for which agreements have been signed and orders with intentions shall be actively promoted. The market-oriented financing mechanism for grain shall be improved, the credit guarantee funds for loans for purchase of autumn grain crops shall be effectively used, and enterprises shall be supported in raising funds for purchase. Tracking, monitoring and coordination of supply, sale, and transportation of grain shall be effectively completed, to ensure food safety and efficient transportation. The quality grain project shall be promoted in an in-depth manner, the “six major upgrading actions” shall be solidly taken, and the ability to guarantee purchase and reserve of autumn grain crops shall be continuously improved. | | 要坚持市场化理念不动摇，更多采用市场化方式和手段，推动形成主体多元、购销踊跃、流通顺畅的粮食市场良好局面。要加强收购工作统筹组织，紧紧围绕“有人收粮、有钱收粮、有仓收粮、有车运粮”，在改善环境、优化政策、搭建平台等方面持续发力，加强仓容、资金、设备、人员等要素保障，着力营造公开透明、规范有序的市场环境，切实提高各类主体入市收购积极性。要深化粮食产销合作，因地制宜举办形式多样、各具特色的产销洽谈活动，积极推动签约项目和意向订单落实落地。要健全粮食市场化融资机制，用好粮食收购贷款信用保证基金，支持企业筹措收购资金。要充分发挥交通物流保通保畅工作机制作用，加强粮食铁路、公路、水路运输需求与运力供给对接，着力提高粮食流通效率。要做好粮食供销运的跟踪监测和协调，保障粮食安全高效运输。要深入推进优质粮食工程，扎实开展“六大提升行动”，持续增强粮食收储保障能力。 |
