Notice of the Supreme People's Court on Issuing the Opinions on Further Strengthening the Judicial Statistics Work
The higher people's courts of all provinces, autonomous regions and municipalities directly under the Central Government, the Military Court of the People's Liberation Army, and Xinjiang Production and Construction Corps Branch of the Higher People's Court of Xinjiang Uigur Autonomous Region:
To further strengthen the judicial statistics work of the people's court, the Supreme People's Court has formulated the Opinions on Further Strengthening the Judicial Statistics Work (hereinafter referred to as “the Opinions”) to regulate the judicial statistics work. In the Opinions, the significance of the judicial statistics work in the new situations is clarified, the functional roles of the judicial statistics work is stressed, the reform and development direction of the judicial statistics work is pointed out, and requirements including strengthening the staffing of and safeguards for the judicial statistics work are put forward. The Opinions are hereby issued to you. Please implement them in consideration of the work practice of the court. The Supreme People's Court will conduct inspection on the implementation of the Opinions by the people's courts at all levels next year.

Opinions on Further Strengthening the Judicial Statistics Work
To further strengthen the judicial statistics work of the people's court, promote the computerization, standardization and systemization of the judicial statistics work, constantly boost the reform of judicial statistics, strongly raise the level of judicial statistics, and give full play to the functional roles of judicial statistics, we hereby offer the following opinions:

各省、自治区、直辖市高级人民法院，解放军军事法院，新疆维吾尔自治区高级人民法院生产建设兵团分院：
为进一步加强人民法院司法统计工作，最高人民法院制定了《关于进一步加强司法统计工作的意见》（以下简称《意见》），对司法统计工作进行规范。《意见》明确了新形势下司法统计工作的重要性，强调了司法统计工作的职能作用，指明了司法统计工作改革与发展方向，提出了加强司法统计人员的配备和工作保障等要求。现将《意见》印发给你们，请结合法院工作实际执行。最高人民法院将于明年对各级人民法院贯彻落实《意见》的情况进行检查。特此通知。

关于进一步加强司法统计工作的意见
为进一步加强人民法院司法统计工作，促进司法统计工作的信息化、规范化、制度化，不断推进司法统计改革，努力提升司法统计水平，充分发挥司法统计职能作用，现提出如下意见。

I. Fully understanding the significance of strengthening the judicial statistics work in the new situations
| | 一、充分认识新形势下加强司法统计工作的重要性
|
1. The judicial statistics work is an integral part of the basic work of the people's court. Judicial statistics serve as an important basis for the people's court to keep informed of its trial work, evaluate the trend of judicial work and sum up judicial work experience and as an important means for the people's court to realize scientific decision making and scientific management. Strengthening the judicial statistics work is of great significance for the people's court to better control the overall situation of work, improve the work of the court and promote development in a scientific way.
| | 1、司法统计工作是人民法院的一项重要基础性工作，司法统计是人民法院掌握审判工作情况、评估审判运行态势、总结审判工作经验的重要依据，是人民法院实现科学决策、科学管理的重要手段。加强司法统计工作对于人民法院更好地把握工作全局、推进法院工作、促进科学发展具有十分重要的意义。

2. In the new historical period, the people's court is faced with new situations and new problems which continue to emerge in the judicial work, shoulders a greater responsibility for serving the social and economic development and maintaining the social harmony and stability, and undertakes more difficult tasks to satisfy the increasing judicial demands of the people. Consequently, there is an urgent need to further strengthen the judicial statistics work and give full play to the functional roles of judicial statistics so as to provide more comprehensive, accurate and expedite information services for the judicial work.
| | 2、在新的历史时期，人民法院审判工作面临的新情况新问题不断涌现，服务经济社会发展、维护社会和谐稳定的责任更加重大，不断满足人民群众日益增长的司法需求的任务更加艰巨，迫切需要进一步加强司法统计工作，充分发挥司法统计的各项职能作用，为审判工作提供更加全面、准确、快捷的信息服务。

3. The people's courts at all levels shall, from the perspective of thoroughly implementing the Scientific View on Development, further strengthen their understanding of the significance and urgency of the judicial statistics work in the new era, evaluate the judicial statistics work against the overall work of the people's court and the overall trial work, effectively raise their statistical awareness, reinforce the statistical responsibility, focus on solving the prominent problems existing in the working system and mechanisms, staffing, IT construction, material safeguards, etc. of the judicial statistics work, and take further effective measures to endeavor to realize the scientific development of the judicial statistics work of the people's court.
| | 3、各级人民法院要从深入贯彻落实科学发展观的高度，进一步加强新时期司法统计工作重要性和紧迫性的认识，将司法统计工作放在人民法院工作大局和审判工作全局中去把握，切实增强统计意识，强化统计责任，着力解决司法统计工作体制机制、人员配备、信息化建设和物质保障等方面存在的突出问题，进一步采取有效措施，努力实现人民法院司法统计工作科学发展。

4. Strengthening the fundamental judicial statistics work. We shall earnestly implement the statistics law, improve the judicial statistical investigation, consultation, supervision and other systems, reinforce management of the original recording, gathering, processing, transfer, storage, use, etc. of statistics, ensure the completeness, objectiveness, accuracy and timeliness of judicial statistics, ensure standard and methodical judicial statistics work, and lay a solid groundwork for judicial statistics to play its functional roles.
| | 4、加强司法统计基础工作。贯彻落实统计法，完善司法统计调查、统计咨询、统计监督等各项制度，加强统计数据的原始记录、采集、处理、流转、存储、利用等各个环节的管理工作，确保司法统计数据全面、客观、准确、及时，确保司法统计工作规范有序，为发挥司法统计职能作用奠定坚实基础。

5. Strengthening the judicial statistical analysis. We shall pay close attention to the changes of case data and information, strengthen the analysis of the trend of the judicial work and the special analysis of new situations and new problems in the judicial work on the basis of judicial statistics, sum up judicial experience, and put forward opinions and suggestions on improving the judicial work. We shall make full use of the judicial statistical data resources, actively explore the relations between the judicial work and the economic and social development and changes in consideration the political and economic information closely related to the judicial activities, and predict the development trend of cases, to provide statistical support for the leadership's scientific decision making, for strengthening judicial management and for improving legislation and judicial interpretation.
