Decision of the Standing Committee of the National People's Congress on Further StrengtheningPublicity and Education on Law
(Adopted at the 20th Session of the Standing Committee of the 11th National People's Congress on April 22, 2011)
The fifth five-year plan on publicity and education on law in China (2006 to 2010) had been smoothly implemented and accomplished, and remarkable achievements had been made. As a result, the constitutional and legal awareness of citizens have been greatly enhanced, the activities of governance according to law and the construction of the legal system have been propelled in an orderly manner, the legality level of social management had been further enhanced, and publicity and education on law had played an important role in serving economic and social development, maintaining social harmony and stability and carrying out the basic guideline of governing the country by law. At present, the socialist legal system with Chinese characteristics has been formed, which is a crucial milestone in the history of construction of socialist democracy and legal system in China and an important symbol of the gradual maturity of the socialist system with Chinese characteristics. The vitality of law lies in implementation. After the formation of the socialist legal system with Chinese characteristics, the task of abiding by all laws, strictly enforcing laws and investigating violations of laws is becoming more and more prominent and urgent, setting new and higher requirements for strengthening publicity and education on law. To adapt to the requirements for building a well-off society in an all-round way and for economic and social development during the period of the twelfth five-year plan, comprehensively carry out the basic guideline of governing the country by law, accelerate the construction of a socialist country governed by law, and further enhance the consciousness of rule of law of the whole society, it is necessary to organize the implementation of the sixth five-year plan on publicity and education on law among all citizens from 2011 to 2015. For this purpose, this Decision is hereby made on the following issues:

2006年至2010年，我国法制宣传教育第五个五年规划已顺利实施和完成，取得了明显成效。公民的宪法和法律意识明显增强，依法治理和法治创建活动有序推进，社会管理法治化水平进一步提高，法制宣传教育在服务经济社会发展、维护社会和谐稳定、落实依法治国基本方略中发挥了重要作用。现在中国特色社会主义法律体系已经形成，这是我国社会主义民主法制建设史上的重要里程碑，是中国特色社会主义制度逐步走向成熟的重要标志。法律的生命力在于实施。中国特色社会主义法律体系形成后，有法必依、执法必严、违法必究的任务更为突出、更加紧迫，对加强法制宣传教育提出了新的更高的要求。为适应全面建设小康社会和“十二五”时期经济社会发展需要，全面落实依法治国基本方略、加快建设社会主义法治国家进程，进一步增强全社会法治观念，有必要从2011年到2015年在全体公民中组织实施法制宣传教育第六个五年规划。为此，特作决议如下：

I. Conducting in-depth study and publicity on the socialist legal system with Chinese characteristics guided by the Constitution. We shall give priority to the study and publicity of the Constitution, thoroughly study and publicize China's state system, regime, basic political system, basic economic system, citizens' rights and obligations, and other main contents and tenets determined by the Constitution, further enhance citizens' constitutional awareness and concept of socialist democracy and rule of law to create a sound atmosphere of respecting and abiding by the Constitution and maintaining the authority of the Constitution. We shall thoroughly study and publicize the great significance, basic experience and basic features of the formation of the socialist legal system with Chinese characteristics, and thoroughly study and publicize the basic laws of the socialist legal system with Chinese characteristics and the relevant laws and regulations on promoting economic development, guaranteeing and improving the people's livelihood, strengthening social administration and combating corruption and building a clean government. We shall thoroughly carry out the education on the concept of socialist rule of law, promote the construction of the culture of socialist rule of law, carry forward the spirit of socialist rule of law, and create a social environment in which the people voluntarily learn, abide by and use the law, and promote administration according to law and judicial impartiality.
．．．．．． | | 一、深入学习宣传以宪法为统帅的中国特色社会主义法律体系。要突出抓好宪法的学习宣传，深入学习宣传宪法确立的我国的国体、政体、基本政治制度、基本经济制度、公民的权利和义务等主要内容和精神，进一步增强公民的宪法意识和社会主义民主法治观念，形成崇尚宪法、遵守宪法、维护宪法权威的良好氛围。深入学习宣传形成中国特色社会主义法律体系的重大意义、基本经验、基本特征，深入学习宣传中国特色社会主义法律体系的基本法律和促进经济发展、保障和改善民生、加强社会管理、反腐倡廉相关法律法规。深入开展社会主义法治理念教育，推进社会主义法治文化建设，弘扬社会主义法治精神，形成人人自觉学法守法用法和依法行政、公正司法的社会环境。
