The Measures for the Public Security Administration of Entertainment Venues have been adopted at the executive meeting of the Ministry of Public Security on April 21, 2008, which are hereby promulgated, and shall come into force on October 1, 2008.

Chapter I General Provisions
| | 第一章 总则
|
Article 1 For the purpose of strengthening the public security administration of entertainment venues, protecting the legitimate rights and interests of the operators, consumers and working staff of entertainment venues, maintaining the social public security order and safeguarding the public security, these Measures are formulated according to the provisions of such laws and regulations as the Public Security Administrative Punishments Law of the People's Republic of China and the Regulation on the Administration of Entertainment Venues.
| | 第一条 为加强娱乐场所治安管理，维护娱乐场所经营者、消费者和从业人员的合法权益，维护社会治安秩序，保障公共安全，根据《中华人民共和国治安管理处罚法》、《娱乐场所管理条例》等法律、法规的规定，制定本办法。

Article 2 The public security administration of entertainment venues shall conform to the principle of combining the centralized administration of the public security department of the public security organ with the territorial administration of the jurisdictional public security station, and giving priority to the territorial administration.
The public security administration of entertainment venues by the pubic security organs shall be strict, fair, civilized and normative.
| | 第二条 娱乐场所治安管理应当遵循公安机关治安部门归口管理和辖区公安派出所属地管理相结合，属地管理为主的原则。
公安机关对娱乐场所进行治安管理，应当严格、公正、文明、规范。

Article 3 The legal representatives and the main principals of entertainment venues are the first persons responsible for maintaining the public security order of their venues.
| | 第三条 娱乐场所法定代表人、主要负责人是维护本场所治安秩序的第一责任人。

Chapter II Entertainment Venues' Filing for Archival Purpose to the Public Security Organs
| | 第二章 娱乐场所向公安机关备案
|
Article 4 After obtaining the business license, an entertainment venue shall file for archival purpose to the public security bureau at the level of county (municipality) and the public security department of the municipality public security branch bureau at the place where it locates within 15 days. After accepting the archival filing, the public security bureau at the county (municipality) level and the public security department of the municipality public security branch bureau shall inform the materials for archival purpose to the public security station of the jurisdiction the entertainment venue is under within 5 days.
The public security bureau at the county (municipality) level and the public security department of the municipality public security branch bureaus shall uniformly establish the administrative archives on the entertainment venues that have made filing.
| | 第四条 娱乐场所领取营业执照后，应当在15日内向所在地县（市）公安局、城市公安分局治安部门备案；县（市）公安局、城市公安分局治安部门受理备案后，应当在5日内将备案资料通报娱乐场所所在辖区公安派出所。
县（市）公安局、城市公安分局治安部门对备案的娱乐场所应当统一建立管理档案。

Article 5 The items for filing of an entertainment venue include:

1. Name;
| | （一）名称；
|
2. Address, size and scope of business;
| | （二）经营地址、面积、范围；
|
3. Geographic location map and plan sketch of inner structure;
| | （三）地理位置图和内部结构平面示意图；
|
4. Names, identification card numbers and contact ways of the legal representative and the main principal;
| | （四）法定代表人和主要负责人姓名、身份证号码、联系方式；
|
5. The security service contract concluded with a security service enterprise and the staffing of the security personnel;
| | （五）与保安服务企业签订的保安服务合同及保安人员配备情况；
|
6. The verified number of consumers;
| | （六）核定的消费人数；
|
7. The number of the license for entertainment business operation, the number of business license and the registration date;
| | （七）娱乐经营许可证号、营业执照号及登记日期；
|
8. The sketch plan of the installation site of monitoring and security inspection equipment and the inspection and acceptance report.
When a game entertainment venue installed with electronic game machines files for archival purpose, it shall provide the electronic game machine models and number, in addition to meeting the aforesaid requirements.
| | （八）监控、安检设备安装部位平面图及检测验收报告。
设有电子游戏机的游艺娱乐场所备案时，除符合前款要求外，还应当提供电子游戏机机型及数量情况。

Article 6 when a entertainment venue files for archival purpose, it shall provide the photocopies of the license for entertainment business operation, business license and the approval documents issued by the departments of fire control, public health and environmental protection.
| | 第六条 娱乐场所备案时，应当提供娱乐经营许可证、营业执照及消防、卫生、环保等部门批准文件的复印件。

Article 7 In case an item for filing of an entertainment venue changes, the entertainment venue shall file it for archival purpose to the original filing public security organ within 15 days from the date of change.
| | 第七条 娱乐场所备案项目发生变更的，应当自变更之日起15日内向原备案公安机关备案。

Chapter III Security Facilities
| | 第三章 安全设施
|
Article 8 The boxes and compartments of a singing and dancing entertainment venue shall not be installed with such partitions as screen, partition board, and wooden partition which obstruct the whole indoor environment from being seen, and shall not be installed with any form of room-in-room (except the toilet) in any name.
| | 第八条 歌舞娱乐场所包厢、包间内不得设置阻碍展现室内整体环境的屏风、隔扇、板壁等隔断，不得以任何名义设立任何形式的房中房（卫生间除外）。

Article 9 The articles such as bar counters and tables in the boxes and compartments of a singing and dancing entertainment venue shall not be higher than 1.2 meter.
The parts of the doors and windows of the boxes and compartments, which are higher than 1.2 meter from the floor, shall partially be made with transparent materials. The height of the transparent materials shall not be less than 0.4 meter, and the width shall not be less than 0.2 meter, so that the whole indoor environment of the entertainment area for consumers can be seen.
The transparent parts of the boxes and compartments of a singing and dancing entertainment venue shall not be sheltered in business hours.
| | 第九条 歌舞娱乐场所的包厢、包间内的吧台、餐桌等物品不得高于1.2米。
包厢、包间的门窗，距地面1.2米以上应当部分使用透明材质。透明材质的高度不小于0.4米，宽度不小于0.2米，能够展示室内消费者娱乐区域整体环境。
营业时间内，歌舞娱乐场所包厢、包间门窗透明部分不得遮挡。

Article 10 The boxes and compartments of a singing and dancing entertainment venue shall not be installed with such devices as door lock and thumb lock, etc. which obstruct others' free passage into or out of the boxes and compartments.
| | 第十条 歌舞娱乐场所包厢、包间内不得安装门锁、插销等阻碍他人自由进出包厢、包间的装置。

Article 11 The business halls, boxes and compartments of a singing and dancing entertainment venue shall not be installed with lights whose brightness is tunable. The lights shall not be turned off during business hours.
| | 第十一条 歌舞娱乐场所营业大厅、包厢、包间内禁止设置可调试亮度的照明灯。照明灯在营业时间内不得关闭。

Article 12 A singing and dancing entertainment venue shall install itself with monitoring facilities of closed circuit television at the entrances and exits, fire control safe evacuation entrances, passageways of business halls, and cash desks of its business place.
| | 第十二条 歌舞娱乐场所应当在营业场所出入口、消防安全疏散出入口、营业大厅通道、收款台前安装闭路电视监控设备。

Article 13 The monitoring facilities of closed circuit television installed in a singing and dancing entertainment venue shall conform to the relevant standard requirements of the state and the industry for the video security monitoring system.
The compressed format of monitoring facilities of closed circuit television shall be H.264 or MPEG-4, and the resolution of the video image shall not be lower than 4CIF（704×576）or D1 （720×576）. The monitoring facilities shall ensure real-time video (no less than 25 frames per second), and support the video mobile detection function. The image playback shall be clear, stable and living, and can be connected with computers through LAN, WAN or Internet to realize remote monitoring, video-play, back-up and upgrade. The horizontal resolution of the image playback shall not be less than 300TVL.
| | 第十三条 歌舞娱乐场所安装的闭路电视监控设备应当符合视频安防监控系统相关国家或行业标准要求。
闭路电视监控设备的压缩格式为H.264或者MPEG-4，录像图像分辨率不低于4CIF（704×576）或者D1 （720×576）；保障视频录像实时（每秒不少于25帧），支持视频移动侦测功能；图像回放效果要求清晰、稳定、逼真，能够通过LAN、WAN或者互联网与计算机相连，实现远程监视、放像、备份及升级，回放图像水平分辨力不少于300TVL。

Article 14 A singing and dancing entertainment venue shall set up a control room of monitoring facilities of closed circuit television, which shall be attended by persons specially assigned to ensure the normal operation of the facilities in business hours. The facilities shall not be interrupted, deleted or used for other purposes.
