交通部《港口水上过驳作业暂行办法》,已经国务院同意,现转发给你们,请贯彻执行。
港口水上过驳作业暂行办法
(国务院批准 1986年1月11日国务院办公厅发布)
Article 1. The Interim Provisions are specifically formulated to promote lighterage operations on water in the ports and to expand the freight volume of the ports, so as to meet the requirements of the development of the national economic construction.
  第一条 为了促进港口开展水上过驳作业,扩大港口吞吐量,以适应国民经济建设发展的需要,特制定本办法。
Article 2. Lighterage operations on water mentioned in the Provisions (hereinafter referred to as "lighterage operations") means the loading and discharging of cargo to and from barges or small ships onto and from the large ships either berthed at docks,buoys and loading and discharging platforms or at anchorages.
The Provisions apply to all the ports within the territory of thePeople's Republic of China.
  第二条 本办法所称水上过驳作业(以下简称过驳作业),是指大船靠码头、浮筒、装卸平台,或大船在锚地用驳船或其他小船装卸贷物。
本办法适用于中华人民共和国境内的一切港口。
Article 3. Where ships are waiting for their turns to berth after arrival at a port, the port shall make reasonable arrangements for the lighterage operations under its unified director ship and management on the principle of "three priorities",whereby priorities are given to those within the plan over those outside the plan and to those of major importance over the ordinary ones and, under the same conditions, priority is given in the sequence of the ships' arrivals.

  第三条 在船舶到港排队等泊的情况下,港口应当按照“三先三后”的原则(先计划内后计划外,先重点后一般,在相同条件下按船舶到港先后顺序),统一调度,统一指挥,合理安排过驳作业。
