The personnel bureaus of all districts and counties, and the personnel (cadre) departments of all commissions, offices and bureaus of the Municipal Government:
With the consent of the Municipal Government, and in order to further strengthen the communication and cooperation between Beijing and Hong Kong, Macao and Taiwan area in terms of talents and the development of human resources, to encourage the high-level talents from Hong Kong, Macao and Taiwan area to participate in the modernization cause of Beijing, to make more efforts in introducing high-tech talents and intellects into this Municipality and to promote the economic construction and development of the capital, the Opinions on the Implementation of Relevant Policies on High-level Talents' Coming to Beijing for Work from Hong Kong, Macao and Taiwan Area are hereby issued to you, please carry them out accordingly.

各区、县人事局，市政府各委、办、局人事（干部）处：
经市政府同意，为进一步加强北京与香港、澳门和台湾地区在人才和人力资源开发方面的交流与合作，鼓励香港、澳门和台湾地区高级人才参与北京现代化建设，加大本市引进高科技人才和智力的力度，促进首都经济的建设和发展，现将《香港、澳门和台湾地区高级人才来京工作有关政策的实施意见》印发给你们，请认真贯彻执行。

香港、澳门和台湾地区高级人才来京工作有关政策的实施意见

1. In order to encourage the high-level talents from Hong Kong, Macao and Taiwan area to participate in the modernization cause of Beijing, and to promote the economic construction and social development of the capital, these Implementation Opinions are formulated by referring to the Several Provisions of Beijing Municipality on Encouraging Returned Students to Establish Business and Work in Beijing (No.19 [2000] of the Government of Beijing Municipality)
| | 一、为鼓励香港、澳门和台湾地区高级人才参与北京现代化建设，促进首都经济建设和社会发展，参照《北京市鼓励留学人员来京创业工作的若干规定》（京政发〔2000〕19号），制定本实施意见。

2. The high-level talents from Hong Kong, Macao and Taiwan area as used in these Implementation Opinions refer to the high-level professional technicians and managerial personnel from Hong Kong, Macao and Taiwan area that are retained to hold important posts by the entities in Beijing.
| | 二、本实施意见所称香港、澳门和台湾地区高级人才是指在北京被用人单位聘用到重要工作岗位上任职的香港、澳门和台湾高级专业技术人员和管理人员。

3. High-level talents from Hong Kong, Macao and Taiwan area that come to Beijing to work shall be subject to the system of Certificate of Work and Residence in Beijing.
| | 三、对于来京工作的香港、澳门和台湾地区高级人才，实行《北京市工作居住证》制度。
|
4. High-level talents from Hong Kong, Macao and Taiwan area that have acquired the Certificate of Work and Residence in Beijing are entitled to the same treatment as that of the citizens of this municipality in terms of house purchasing, children's enrollment in kindergartens, elementary schools and high schools etc. The Certificate of Work and Residence in Beijing shall be valid for two years. That period may be extended upon expiry with the approval of the Municipal Personnel Bureau. The applicant shall go through the formalities for extension in 1 month prior to the expiry of the valid term.
．．．．．． | | 四、办理《北京市工作居住证》的香港、澳门和台湾地区高级人才，在购房、子女入托、入中小学等方面享受本市市民待遇。《北京市工作居住证》有效期限为两年。有效期满，经市人事局批准，可办理延期手续。延期手续应在有效期限届满前一个月内申请办理。
