The “Price Monitoring Provisions”, which were deliberated and adopted at the working meeting of the National Development and Reform Commission, are hereby promulgated, and shall come into force on June 1, 2003.

Article 1 These Provisions are formulated in accordance with the “Price Law of the People's Republic of China” for the purpose of scientifically and effectively organizing the price monitoring work, guaranteeing the authenticity, accuracy and timeliness of price monitoring data, giving play to the important functions of price monitoring in macro-economic control and price regulation, correctly directing people's production, circulation and consumption, and keeping the basic stability of the overall level of market prices.
| | 第一条 为科学、有效地组织价格监测工作，保障价格监测数据的真实性、准确性和及时性，发挥价格监测在宏观经济调控和价格管理中的重要作用，正确引导生产、流通和消费，保持市场价格总水平的基本稳定，根据《中华人民共和国价格法》，制定本规定。

Article 2 Price monitoring as mentioned in these Provisions shall mean the activities of the governmental price administrative department's following up, collecting, analyzing, forecasting and publishing the variation of the prices of important commodities and services.
The basic tasks of price monitoring are to survey and analyze the prices of important commodities and services, the variation of relevant costs and of market supply and demand; to follow up and feed back the state's important economic polices reflected in the price area; to practice price forecasting and pre-warning, and to timely propose policy suggestions.
| | 第二条 本规定所称价格监测指政府价格主管部门对重要商品和服务价格的变动情况进行跟踪、采集、分析、预测、公布的活动。
价格监测的基本任务是调查和分析重要商品、服务价格，以及相关成本与市场供求的变动情况；跟踪反馈国家重要经济政策在价格领域的反映；实施价格预测、预警，并及时提出政策建议。

Article 3 The price administrative department of the State Council shall take charge of organizing and coordinating the price monitoring work nationwide, while the price administrative department of the people's government at each level at or above the county level shall take charge of organizing and coordinating the price monitoring work within its jurisdiction.
The responsibility to perform the specific duties of price monitoring shall remain with the price monitoring institution and other relevant business institutions of the price administrative department of the people's government at each level.
| | 第三条 国务院价格主管部门负责组织和协调全国价格监测工作，县级以上各级人民政府价格主管部门负责组织和协调本地区的价格监测工作。
价格监测的具体工作，由各级人民政府价格主管部门的价格监测机构及相关业务机构负责实施。

Article 4 The price administrative department of the people's government at each level equal to or above the county level shall establish and improve the price monitoring institution, clarify the price monitoring work duties, staff corresponding price monitoring personnel, and organize the implementation of the price monitoring work.
| | 第四条 县级以上各级人民政府价格主管部门要建立健全价格监测机构，明确价格监测工作职责，配备相应的价格监测工作人员，组织开展价格监测工作。

Article 5 The price administrative department of the State Council shall formulate the national uniform price monitoring report rules, make specific measures for the survey of prices, for collecting, gathering, calculating, transmitting, reporting, analyzing and publishing the information on prices, as well as for the uniform standards of corresponding price monitoring items, indices, codes and formats. It shall also adjust the monitoring items, standards and monitoring periods at proper times.
| | 第五条 国务院价格主管部门制定全国统一的价格监测报告制度，规定价格调查和价格信息采集、汇总、计算、传输、报告、分析、公布的具体办法，以及相应的价格监测项目、指标、代码、表式的统一标准，适时调整监测项目、标准及监测周期。

Article 6 The price administrative department of the people's government of a province, autonomous region, or municipality directly under the Central Government may, on the basis of the actual situation of the economic activities within its jurisdiction and the needs in the price work, make supplementary price monitoring items and standards either by itself or by authorizing the price administrative department of the people's government at a lower level, provided that such items and standards shall not be in conflict with the price monitoring report rules formulated by the state. The supplementary price monitoring items and standards shall be reported to the price administrative department of the State Council for archival filing.
| | 第六条 省、自治区、直辖市人民政府价格主管部门可根据本行政区域内经济活动的实际情况和价格工作的需要，制定或授权下级人民政府价格主管部门制定补充的价格监测项目和标准，但不得与国家制定的价格监测报告制度相抵触。补充的价格监测项目和标准，应报国务院价格主管部门备案。

Article 7 A price monitoring network system shall be built up and improved, and a national uniform price monitoring network shall be formed gradually. The equipment and network technology construction for collecting, treating and transmitting the price monitoring information shall be strengthened, and the means of price monitoring shall be improved continuously.
| | 第七条 建立、完善价格监测网络系统，逐步形成全国统一的价格监测网络。要加强价格监测信息采集、处理、传输的设备和网络技术建设，不断完善价格监测手段。

Article 8 The price monitoring shall be based on the monitoring at designated localities and the periodical price monitoring statements. For this purpose, special surveys, temporary surveys, non-designated price monitoring, etc. shall be carried out, and dynamic monitoring and variation tendency analysis on the prices of important commodities and services shall be strengthened, so as to improve the time validity and accuracy of the price monitoring.
