The state-owned assets supervision and administration commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Cops; all centrally governed enterprises; all departments and bureaus of the commission, all entities directly under the commission and all associations directly governed by the commission:
To increase the transparency of work of the State-owned Assets Supervision and Administration Commission of the State Council, improve the performance of the contributor's functions according to law and give full play to the role of the information on state-owned assets supervision and administration in serving the production, living, economic and social activities of people, in accordance with the Law of People's Republic of China on the State-owned Assets of Enterprises, the Interim Regulation on the Supervision and Administration of State-owned Assets of Enterprises and the Regulation of the People's Republic of China on the Disclosure of Government Information, this Commission has formulated the Implementation Measures of the State-owned Assets Supervision and Administration Commission of the State Council for the Disclosure of Information on the State-owned Assets Supervision and Administration, which are hereby issued to you for your compliance and implementation.

为了提高国务院国有资产监督管理委员会工作的透明度，促进依法履行出资人职责，充分发挥国有资产监督管理信息对人民群众生产、生活和经济社会活动的服务作用，依据《中华人民共和国企业国有资产法》、《企业国有资产监督管理暂行条例》和《中华人民共和国政府信息公开条例》，我们制定了《国务院国有资产监督管理委员会国有资产监督管理信息公开实施办法》，现印发给你们，请遵照执行。

Chapter I General Provisions
| | 第一章 总 则
|
Article 1 For the purposes of increasing the transparency of work of the State-owned Assets Supervision and Administration Commission of the State Council (hereinafter referred to as the “SASAC”), promoting the SASAC's performance of the contributor's functions as authorized according to law and giving full play to the role of the information on state-owned assets supervision and administration (hereinafter referred to as the “SASA information”) in serving the production, living, economic and social activities of people, these Measures are formulated according to the Law of the People's Republic of China on the State-owned Assets of Enterprises, the Interim Regulation on the Supervision and Administration of State-owned Assets of Enterprises and the Regulation of the People's Republic of China on the Disclosure of Government Information (hereinafter referred to as the “Regulation”).
| | 第一条 为了提高国务院国有资产监督管理委员会（以下简称国资委）工作的透明度，促进国资委根据授权依法履行出资人职责，充分发挥国有资产监督管理信息（以下简称国资监管信息）对人民群众生产、生活和经济社会活动的服务作用，依据《中华人民共和国企业国有资产法》、《企业国有资产监督管理暂行条例》和《中华人民共和国政府信息公开条例》（以下简称《条例》），制定本办法。

Article 2 These Measures shall apply to the SASAC's activities of disclosing the relevant SASA information to citizens, legal persons and other organizations according to laws, administrative regulations and relevant provisions of the state during its performance of the contributor's functions as authorized according to law.
The term “SASA information” as mentioned in these Measures refers to the information on the state-invested enterprises within the authorization of the State Council (hereinafter referred to as the “invested enterprise”) which is produced or acquired and recorded or kept in certain forms by the SASAC in the process of performing the contributor's functions on behalf of the State Council.
| | 第二条 本办法适用于国资委在根据授权依法履行出资人职责过程中，依据法律、行政法规和国家有关规定，向公民、法人和其他组织公开相关国资监管信息的活动。
本办法所称国资监管信息，是指国资委代表国务院对其授权的国家出资企业（以下简称所出资企业）在依法履行出资人职责的过程中制作或者获取的，以一定形式记录、保存的信息。

Article 3 According to the relevant requirements of the Regulation, the SASAC shall form a leading group for the information disclosure work, responsible for boosting, guiding, coordinating and overseeing the information disclosure work of the SASAC and studying and resolving the major issues in the information disclosure work. The leading group shall set up an office (located in the General Office of the SASAC) to assume the routine work of the leading group. The specific functions of the leading group and its office (hereinafter referred to as the “working body of the SASAC for information disclosure”) shall be formulated separately.
| | 第三条 按照《条例》的有关要求，国资委成立信息公开工作领导小组，负责推进、指导、协调、监督国资委信息公开工作，研究解决信息公开工作中的重大问题。领导小组下设办公室（设在办公厅），承担领导小组的日常工作。领导小组及办公室（以下称国资委信息公开工作机构）的具体职责另行制订。

Article 4 The information disclosure work of the SASAC shall be based on the principles of legality, impartiality, fairness, accuracy, timeliness and convenience for the people. The disclosed information shall not endanger the national security, public security, economic security and social stability, and shall not impinge on the legal rights and interests and trade secrets of enterprises.
| | 第四条 国资委信息公开工作坚持依法、公正、公平、准确、及时、便民的原则。公开的信息不得危及国家安全、公共安全、经济安全和社会稳定，不得侵犯企业的合法权益和商业秘密。

Article 5 To disclose information involving any other department or enterprise, the SASAC shall make timely communication or confirmation with the relevant department or enterprise.
| | 第五条 国资委发布信息涉及其他部门或者企业的，应当与有关部门或者企业及时沟通、确认。

Chapter II Scope of Disclosure
| | 第二章 公开的范围

Article 6 The SASAC shall disclose the SASA information in the forms of active disclosure and requested disclosure.
| | 第六条 国资委公开国资监管信息的形式，分为主动公开和依申请公开。

Article 7 The SASAC shall actively disclose the following information to citizens, legal persons and other organizations:

1. The major functions, organizational structure and working procedures of the SASAC;
