The Measures for the Nurse Practicing Qualification Examination, which have been deliberated and adopted at the executive meeting of the Ministry of Health and the Ministry of Human Resources and Social Security, are hereby promulgated, and shall come into force on July 1, 2010.

《护士执业资格考试办法》已经卫生部部务会、人力资源社会保障部部务会审议通过，并已经国务院同意，现予发布，自2010年7月1日起施行。

Article 1 To regulate the national nurse practicing qualification examination and strengthen the building of a professional nursing team, these Measures are formulated under Article 7 of the Nurses Regulation.
| | 第一条 为规范全国护士执业资格考试工作，加强护理专业队伍建设，根据《护士条例》第七条规定，制定本办法。

Article 2 The Ministry of Health shall be responsible for carrying out the nurse practicing qualification examination. The national nurse practicing qualification examination is to evaluate whether a nurse practicing qualification applicant has the professional knowledge and working capacity of nursing.
Those who pass the examination may apply for being registered as nurses.
An applicant with an educational background in specialty of nursing or midwifery in a secondary vocational school or junior college may obtain a specialized technical qualification certificate for junior nurses after passing the nurse practicing qualification examination; the specialized technical qualification for junior nurse practitioners may be obtained upon pass of the national hygienic specialized technical qualification examination.
An applicant with a batcher's degree or above in specialty of nursing or midwifery may obtain a specialized technical qualification certificate for junior nurses after passing the nurse practicing qualification examination and may, after reaching the seniority requirement for holding the specialized technical position of nurse practitioners as prescribed in the Regulations for the Trial Implementation of the Posts of Health Personnel, directly hold the said position.
| | 第二条 卫生部负责组织实施护士执业资格考试。国家护士执业资格考试是评价申请护士执业资格者是否具备执业所必须的护理专业知识与工作能力的考试。
考试成绩合格者，可申请护士执业注册。
具有护理、助产专业中专和大专学历的人员，参加护士执业资格考试并成绩合格，可取得护理初级（士）专业技术资格证书；护理初级（师）专业技术资格按照有关规定通过参加全国卫生专业技术资格考试取得。
具有护理、助产专业本科以上学历的人员，参加护士执业资格考试并成绩合格，可以取得护理初级（士）专业技术资格证书；在达到《卫生技术人员职务试行条例》规定的护师专业技术职务任职资格年限后，可直接聘任护师专业技术职务。

Article 3 The nurse practicing qualification examination is an nationwide uniform examination whose outline, setting of questions and pass score are determined in a unified way.
The nurse practicing qualification examination is generally held once every year, and the specific date of examination will be published to the general public at least three months beforehand.
| | 第三条 护士执业资格考试实行国家统一考试制度。统一考试大纲，统一命题，统一合格标准。
护士执业资格考试原则上每年举行一次，具体考试日期在举行考试3个月前向社会公布。

Article 4 The nurse practicing qualification examination covers two subjects: professional practice and practicing ability. An examinee passes the examination only when he passes the two subjects in one examination.
To strengthen the examination on examinees' practicing ability, generally, the examination shall be held in the “man-machine dialogue” way.
| | 第四条 护士执业资格考试包括专业实务和实践能力两个科目。一次考试通过两个科目为考试成绩合格。
为加强对考生实践能力的考核，原则上采用“人机对话”考试方式进行。

Article 5 The nurse practicing qualification examination shall follow the principles of fairness, openness and impartiality.
| | 第五条 护士执业资格考试遵循公平、公开、公正的原则。

Article 6 The Ministry of Health and the Ministry of Human Resources and Social Security shall set up a National Nurse Practicing Qualification Examination Board, whose major functions and duties are to:
| | 第六条 卫生部和人力资源社会保障部成立全国护士执业资格考试委员会。主要职责是：
|
1. Coordinate and decide the major events involved in the examination;
| | （一）对涉及护士执业资格考试的重大事项进行协调、决策；
|
2. Deliberate and finalize the outline, contents and scheme of the examination;
| | （二）审定护士执业资格考试大纲、考试内容和方案；
|
3. Determine and publish the pass score of the examination; and
| | （三）确定并公布护士执业资格考试成绩合格线；
|
4. Guide the examination work of the whole nation.

全国护士执业资格考试委员会下设办公室，办公室设在卫生部，负责具体工作。
